"Ecuadorians have begun voting on a new constitution that will expand the powers of Rafael Correa, the president, and usher in his so-called '21st century socialism'.

The country's 9.6 million voters began voting on Sunday morning on amendments to the constitution that would strengthen the government's hold on the economy, based primarily on oil exports.

The new constitution would also close down all foreign military bases in the country, forcing the United States to pull out its regional anti-drug operations, which have run for nearly 10 years from an air base in the port city of Manta. . . ." (see link)
